Roaming cattle spark safety fears

Cattle herders in Australia say they are concerned about the risk of spark fires in herds of animals that may get confused with fireworks.

Australian Wildland Fire Service (AWFS) has said spark fires in cattle are "always unpredictable".

A report from the AFR, a national farm safety advocacy group, said spark fires, which ignite when lightning strikes a surface, tend to follow a "perfect storm" pattern.

A trigger usually triggers a spark.

AWFS said sparks in cattle were a result of "a variety of factors" including the animals' ability to be startled by noise, a cow being dragged over a wire fence, or the wind.

"A cattle spark is rare — about one-in-5000-one-million-of the cattle will be struck by a trigger fire on the cow," AWFS director of risk management and incident response Robert Smith said.

"The chances of a spark fire, which can burn for weeks or months in the wild, are less than one in 50 million."

The AFR reports all Australian dairy cows are under fire protection by Australia's fire service on a regular basis.

It says cattle spark incidents happen very infrequently.

Carpenter nominates for was top job despite'staggered' nomination process

The new Democratic president of the United States, Barack Obama, will nominate John Podesta, a top aide and chief of staff at Clinton's campaign, for the top post of assistant secretary of state.

The White House announced Tuesday that Podesta – a longtime supporter of Clinton – will take over the agency's permanent mission in New York and Washington, which includes diplomatic posts in Europe and the Middle East.

The announcement came as Podesta served as chief of staff to Clinton until Jan. 20, after news outlets reported that Obama will soon be giving his first press conference as president. The White House and the Clinton campaign, while not directly criticizing Podesta, have not immediately announced a replacement for Podesta.

Clinton, who led the State Department from 2010 to 2013 before resigning following the release of her e-mail scandal, won a commanding 56 to 41 percent of the vote against Sen. Bernie Sanders (I-Vt.) in last week's Democratic primary runoff, and she faces Trump in Tuesday's general election.

The transition team had hoped to name Podesta to fill the vacancy created by Obama's retirement following his inauguration, as well as other high-profile appointments. The president appointed Clinton's former chief of staff Cheryl Mills, as well as White House chief of staff Rahm Emanuel and senior political adviser Jake Sullivan, at the time.

But the final days of Obama's presidency and its subsequent transition of administration powers left much of the government's top jobs in limbo. Clinton appointed many of her top officials to the positions in office for up to six months at a time, while other top appointments in recent years were left vacant for months at a time.

Although the White House announcement comes several months after Obama appointed Clinton to the job, the move appears designed to give Podesta time to consider his own legacy, and to try to create a clear sense of continuity throughout the administration under his new direction. In addition to the State Department, Podesta will head the foreign policy policy team for the Democratic National Committee.

While the Obama administration has given some attention to the transition of power, and the State Department has had a lot of the work of vetting potential appointees, a lot of work has been done for Obama himself, and Obama has yet to get to work on his new White House chief of staff and executive secretary nominees.
